Does China show that technocrat dictatorships are an effective way to get a country of out of poverty?

china has lifted hundreds of millions of people out of poverty in the past few decades alone...not only are they the second largest economy today, the human development index is rising remarkably fast and could in the next fifty years become a developed nation by having a dictatorship, china has easily been able to set up roads, excellent metros, high speed rail, and many other great technological developments. just look at shanghai and beijing as examples I sometimes think India could model itself after that especially considering how democracy has been slowing down India's growth tremendously and India also has a population of over a billion shanghai's development- http://www.hmsfalcon.com/bund/bund.htm

1. No. Those people don't know what human rights are.
2. They needed the Cultural Revolution first. They had to ban religion. That could never happen in India. We need to find another way of doing things.
